Level 2 vs Level 3 Survey: Which One Do You Need for Your Norfolk Property?

When you are buying a home in Norfolk, one of the first questions you will face is which type of survey you need. The two most common options are the RICS Level 2 Homebuyer Survey and the RICS Level 3 Building Survey. They sound similar, but they differ significantly in depth, cost, and the types of property they suit.

This guide sets out the key differences clearly so you can make the right decision before you book.


The Key Difference in a Single Sentence


A Level 2 survey is a thorough visual assessment suitable for most modern and conventional properties. A Level 3 survey is a more in-depth investigation recommended for older, altered, or complex homes where you need a fuller picture of the building's condition.


What Is a RICS Level 2 Homebuyer Survey?


The Level 2 survey covers all accessible and visible parts of a property. The surveyor inspects the structure, roof, walls, floors, windows, gutters, loft space, and services, and rates every element using a traffic light system (Condition Ratings 1, 2, and 3).


It is suitable for homes built using standard construction methods, typically post-1900, that are in reasonable condition and have not been heavily altered or extended.


  • Ideal for: standard brick-built homes, modern houses, flats built in the last 30 years

  • Not ideal for: pre-1900 properties, buildings with significant extensions, thatched or timber-framed homes


In Norfolk, a Level 2 survey is appropriate for most new builds and conventional housing estates built after the war. Many buyers purchasing a three-bedroom semi-detached in Norwich, Dereham, or Fakenham will find a Level 2 survey gives them everything they need.


What Is a RICS Level 3 Building Survey?


The Level 3 Building Survey, previously known as a Full Structural Survey, is the most comprehensive type of survey available. The surveyor inspects every accessible element of the property in greater depth and produces a detailed report on the construction, condition, and likely cause of any defects identified.


Importantly, the Level 3 report includes advice on the severity of issues, the likely cost of repairs, and recommendations for any further investigations needed before you exchange contracts.


  • Ideal for: Victorian and Edwardian properties, period homes, buildings with extensions, properties in poor condition, unusual construction

  • Not ideal for straightforward modern new builds where a Level 2 would suffice


Norfolk's housing stock and why Level 3 is often the right call


Norfolk has a high proportion of older properties. Norwich's historic city centre is full of Victorian terraces, Georgian townhouses, and converted flats in pre-1900 buildings. The wider county has flint cottages, barn conversions, and substantial period farmhouses. For all of these, a Level 3 survey gives you the detail you need to understand what you are buying.


Does a Level 3 Survey Include a Valuation?


This is one of the most common questions we are asked. A standard RICS Level 3 Building Survey does not automatically include a market valuation. The survey focuses entirely on the building's condition.

  • Is the property Victorian, Edwardian, pre-1900, or built with non-standard materials such as flint, timber frame, or thatch? Choose a Level 3.

  • Has the property had significant extensions, loft conversions, or structural changes? A Level 3 gives you the detail to assess these properly.

  • Is the property in poor condition or visibly in need of work? Go with Level 3 so you understand the full cost of repairs.
