What Is a RICS Level 2 Homebuyer Survey?
A RICS Level 2 Homebuyer Survey is a detailed visual inspection of a property carried out by a qualified Surveyor. It used to be called a Homebuyer Report, and you may still hear that name used.
The survey is designed for conventionally built homes in reasonable condition, typically properties constructed after 1900 using standard bricks and mortar. If your property is older, has been substantially altered, or is built from unusual materials, a Level 3 Building Survey is likely more appropriate.
What Does the Survey Inspect?
The surveyor visits the property and carries out a thorough visual inspection of every accessible area.
Structural elements
The surveyor examines the roof structure, chimneys, walls, floors and ceilings for any visible signs of movement, cracking, or deterioration.
External features
Gutters, downpipes, window frames, external doors, and the condition of any outbuildings or garage are all checked. In Norfolk, where weather exposure can be significant, drainage and rainwater goods often flag issues that need attention.
Internal condition
Every room is inspected, including the loft space if it is safe and accessible. The surveyor checks for damp, timber decay, rot, and pest activity such as woodworm.

What Does a Homebuyer Survey Not Cover?

It also does not include a drains CCTV survey, an electrical installation condition report, or a gas safety certificate. If the Level 2 report highlights concerns in any of these areas, you will be advised to instruct separate specialists.
How Long Does a Homebuyer Survey Take in Norfolk?
A typical Level 2 survey on a standard Norfolk semi-detached or terraced house takes around two to three hours on site. Larger or more complex properties take longer. Your written report is usually sent within a few working days of the inspection.
